Section 27
Power to make rules

(1) The Government of Nepal may make rules to carry out the purpose of this Act.

(2) Without adversely affecting the generality of the rights given by sub-section (1), by those rules, especially the following matters Can be arranged –
(a) Control of entry and release of detainees and prisoners into prisons,
(b) Classification of Detainees and Prisoners,
(c) Clothing, clothing, and other facilities provided to prisoners and prisoners at government expense; (e) Arrangements for dispatching petitions, petitions, complaints, counterclaims or appeals filed by detainees and prisoners to the relevant station or court,
(f) To keep records of the behavior of detainees and prisoners, and the right to reduce the sentence of those who behave well,
(g) Provisions relating to the education, health, morals and financial welfare of detainees or prisoners (h) provision for the use of arms against prisoners or prisoners in case of escaping or causing nuisance or disturbance within the prison,
(i) Prohibition of bringing any goods into or out of the jail,
(j) Arrangements and actions to be taken while driving or bringing a prisoner or prisoner,
(k) arrangements and actions to be taken by the Chief District Officer or his assistant during or after the inspection of the jail, (l) Regarding the procedure to be adopted by the jailer while punishing any detainee or prisoner under sub-section (2) of section 22 and the book to be kept in that regard,
(d) action to be taken in the event that a detainee or prisoner has to be released due to incurable illness or for any other reason.
